"Government Dental Programs: A View From The Inside, and Now From The Real World"

The new day for Medicaid, Medicare and CHIP is upon us. Competing ideas within government - at the highest levels - make it even more imperative to try and understand what’s going on and what new challenges lie ahead. As the former Chief Dental Officer at CMS, and now serving as Vice President, Dental Director for Quality and Performance at Avesis, a GUARDIAN Company, Dr. Lynn Douglas Mouden brings a unique perspective to the conversation on government-funded dental programs. He will discuss what has happened in Medicaid and CHIP in the past several years, how changes in leadership have shaped the conversation and what the future may hold for all payers. He will address the beginnings of dentistry’s separation from ‘health care,’ through the formative years of publicly-funded dental programs to the present day, and how staffing and decisions made at the Federal level may help or hinder moving the needle to better health and outcomes.

LYNN D. MOUDEN, DDS, MPH is an internationally recognized author and lecturer on the clinical and legal aspects of family violence prevention and oral health advocacy. He earned his undergraduate degree from the University of Kansas; his DDS, with distinction, from the University of Missouri at Kansas City; his Masters in Public Health from the University of North Carolina; and completed the US Department of Health and Human Services Primary Care Policy Fellowship in 1998.
After 16 years of private practice, eight years with the Missouri Department of Health, 12 years with the Arkansas Department of Health, and having recently retired as the Chief Dental Officer for the federal Centers for Medicare and Medicaid Services (CMS), he now serves as the Vice-president, Dental Director – Quality and Performance for Avesis, a dental and vision insurance company of Guardian Life. He also holds faculty appointments at the UMKC School of Dentistry, the University of Tennessee College of Dentistry, and three faculty appointments at the University of Arkansas for Medical Sciences (UAMS) in the Colleges of Medicine, Public Health and Health Related Professions.
Dr. Mouden is a Fellow of both the International and American Colleges of Dentists, and has served in numerous dental leadership roles at the local, state and national level. He is a Past-President of the Association of State and Territorial Dental Directors (ASTDD) and serves as the American Dental Association’s National Spokesperson on family violence prevention.
Dr. Mouden is a co-founder of the Prevent Abuse and Neglect through Dental Awareness (P.A.N.D.A.) program, and developed the P.A.N.D.A. educational programs. For his efforts in family violence prevention and oral health advocacy, Dr. Mouden received the dental association’s Dentist of the Year, and Distinguished Service awards. He has received the Outstanding Service Award from ASTDD and the USPHS Chief Dental Officer’s Exemplary Service Award from the US Public Health Service, one of only two civilians to ever be so honored.
